A bench grinder wheel is a tool that is found in almost every tool shop or shed in America. Not 40 years ago, this particular item was not commercially available at a reasonable price. For this reason, Americans used their ingenuity and would make one.
All that was needed was a grinding wheel set up at Tools pros either end of a shaft. The two were necessary for balance at high speeds. The shaft would need to be securely mounted on a flat surface with the use of bushings or bearings. Then, an electric motor would be mounted so the power shaft would be parallel to the shaft with the grinding wheels. To connect the two shafts, a small fan belt would be used. Then, presto - you have a homemade bench grinder.
